Government Relations Policy Analyst

Some of what you'll be doing: 
In this role, you will work as a member of the Government Relations (GR) team supporting the Port’s local, state and federal policy advocacy efforts. Specifically, you will be researching, developing and analyzing policies and policy positions to assist the GR team in its engagement with elected officials and other external stakeholders.
  • You will work with members of the Port’s GR team to track legislation and/or agency rulemakings being proposed at the local, state and federal level, and then produce comprehensive and concise analyses on potential impacts to Port goals and operations. 
  • You will draft policy materials for use internally and/or externally – including but not limited to: Commission memos; letters from the Port to external elected officials and other stakeholders; formal comment letters in response to rulemaking processes; talking points for Port executives’ and/or Commissioners’ testimony or speeches on policy issues; and presentation materials to both internal and external audiences.
  • You will develop proactive policy analyses and related materials in response to Commission requests, Port organizational needs and/or as part of a strategy to influence external policymaking efforts.
  • You will participate in internal and external meetings as needed, both to track policies as well as to share insights.
  • You will support coalition-building efforts to influence policymaking efforts, including developing and distributing meeting agendas and materials, coordinating coalition meeting scheduling and supporting other communications efforts with relevant stakeholders.
  • You will attend events on behalf of senior government relations staff as needed.

Who you are: 
Two years of experience may be substituted for one year of education:
  • Experienced – You have three (3) years of experience working with elected officials and/or policymakers at the local, state and/or federal level.
  • Educated – You possess a Bachelor’s degree in Public Policy, Public Administration, Political Science or related field, or equivalent professional experience. 
  • Desired – We hope you have five years of policy development, analysis, research and communications experience as well as a Master’s degree in Public Policy, Public Administration, Political Science or related field, or equivalent experience.
  • Effective Communicator – You have a very strong written and verbal communication skillset with the ability to concisely and effectively communicate complex issues to wide audience. You can organize feedback from various stakeholders to be included in various communication materials. 
  • Researcher – You have a knack for using various methods, tools and resources to examine policy issues and synthesize them quickly and accurately. 
  • Analytical – You are able to quickly analyze complex issues and provide sound feedback.
  • Passionate – You are excited about policy issues and the role it plays in positively impacting the Port, its partners and the region. You are motivated and it drives your ability to prioritize workloads and manage deadlines and deliverables in a dynamic, fast-paced environment. IND123

What else you need to know: 
  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. 
  • Work Environment – This role will primarily be conducted remotely in accordance with the Port’s Flexible Work Arrangement policies during the Covid-19 pandemic. It may transition to primarily working in an office environment post pandemic.
